    Gets an ImageDecorator for the filesystem. Returns non-null dummy instance if the FileSystem's decorator does not support ImageDecorator interface.
    This utility should be used in place of former fileSystem.getStatus().annotateIcon(...).
    
    Parameters:
    
    f - the FileSystem
    
    Returns:
    
    decorator instance.
